Macron made it easier for firms to hire and fire workers. He lowered social charges for small businesses. He eased bankruptcy proceedings. He reduced severance pay. He extended public unemployment insurance to the self-employed. He abolished the wealth tax. He extended welfare to 1 million more households. He made dental services, eyeglasses and hearing aids free. He allowed buses to compete with rail in intercity transport. He ended automatic pay rises and early retirement at the state railway. He conditioned state funding for religious institutions on their support of republican values, including the separation of church and state. He brought in the highest share of women lawmakers yet. He banned lawmakers from hiring relatives or spending public money without providing invoices. He approved the construction of 14 new nuclear reactors.

I'm not sure how you can argue he "delivered little of his agenda"?
